DOORS TO HISTORIC TEESSIDE BUILDING REOPEN

A historic building that has been central to the iron and steel industry in Teesside throughout the decades has been reopened after a £1.5m regeneration project.

Cargo Fleet Offices, which was formerly the headquarters of British Steel Teesside, has been transformed back to its original, prestige condition by commercial developer Python Properties.

The building was reopened yesterday (June 8th) by Teesside University Vice-Chancellor, Professor Graham Henderson CBE at the official launch event, which approximately 250 business professionals, political and regeneration figures from the region attended.

Master of ceremonies for the reopening was BBC Tees breakfast show presenter Alastair Brownlee and keynote speakers included professor Henderson and James Ramsbotham, Chief Executive of North East Chamber of Commerce.

Middlesbrough-based Python Properties has worked meticulously to restore the three-storey Edwardian building, which was originally built by Cargo Fleet Iron Company in 1916 and has stood empty and derelict for more than eight years. The renowned building has been transformed into elegant business and office space for local businesses and SMEs.

Peter Broome, Python Properties partner, said: “This is our sixth regeneration project and our most exciting to date. It has been an incredible honour to transform such an iconic and visually stunning building.

“We have been overwhelmed by the amount of support we have received from people in the region, who have a link to the building and want to share their stories. This is a real testament to how central the building has been to Teesside’s industrial heritage.

“The redevelopment has been described as a beacon project, which will not only restore the building to its former glory but will also inspire and help to regenerate the surrounding communities.”

Python Properties, assisted by Tees Valley Unlimited, secured grant funding for the restoration project from the Single Program fund of One North East and commercial funding from Santander Bank.

Martin Johnson, partner at Python Properties, said: “Since work began on site six months ago the building has actually appeared to decrease in age. The external work has included cleaning of brick work, installation of new windows and roof. Whilst the interior has been refurbished in the same Edwardian style and we have retained and restored original features where possible.

“More than 3,000sq ft of office space has already been assigned to tenants and we are continuously receiving enquires from businesses wanting to let space. We believe the building will be a very special and unique place to work.”

Committed to celebrating the building’s industrial heritage, the commercial developer has created a Heritage Gallery which is positioned on the ground floor. The gallery will hold regular exhibitions exploring the history of ironworks, steelworks, ship-building and bridge-building in the Teesside area.

Within the building there is also an on-site bistro catering for the centre and the office tenants of the building, plus 200 secure car parking spaces, a manned reception and conference facilities.

Rents for the brand new office space will start at just £8.50sqft,

For further information about the Cargo Fleet or to share your story about the building please contact Python Properties on 01642 225100 or visit www.pythonproperties.co.uk.

PROPERTY FIRM GOES FROM STRENGTH-TO-STRENGTH

Python Properties has announced it has doubled the size of its commercial property department and reached a major milestone of signing its 50th tenancy agreement.

The Middlesbrough-based company has increased its commercial workforce to 13 people by appointing a dedicated telesales team to cope with the increasing demand for office space, which has led to its 50th tenant moving into premises.

Since establishing the commercial property division in 2005 the company has regenerated six buildings and converted more than 150,000sq ft of business office space.

The two company partners, Martin Johnson and Peter Broome, believe the success of the commercial department is partly down to traditional customer service: “When we first entered the commercial market eight years ago we were committed to providing tenants with a first-class customer service, something that we still endeavor to do today,” said Mr Johnson.

He added: “Although the division is rapidly growing Peter and I are still at the heart of the company and liaise with all tenants direct. In what is still a vulnerable economic climate we are delighted to be welcoming new tenants and organically growing as a company all the time.”

Mr Broome, said: “We are unlike any other commercial property company in the region because of our passion to regenerate buildings of interest, such as the Cargo Fleet Building, which has extensive links to the steel industry in Teesside.

Python Properties’ commercial portfolio includes three Middlesbrough properties, The Cooperative Building, Royal Middlehaven House and Victoria House, as well as Maxwell’s Corner and Sheraton House in Stockton, and Bank Quay House in Warrington. The firm has also started a major £1.5m regeneration project of Cargo Fleet, which will be complete in April.

The latest tenant to sign a tenancy agreement with the firm is JBA Consulting, an environmental engineering firm, which has moved into Bank Quay House, Warrington.

Python Properties will also be recruiting a building manager for the Cargo Fleet Building in the coming months.

4,500 RESIDENTS SIGN PETITION TO REGENERATE BILLINGHAM HOUSE

4,500 residents have signed a petition in support of Python Properties regenerating Billingham House into prestigious office space and creating new jobs in the area.

The £5m proposed restoration project is regarded as a beacon development, which will not only renovate the building but will also inspire and help to regenerate the surrounding communities.

The commercial property firm believes the petition shows ever-increasing support for them to start development instead of Stockton Council going ahead with its plan to demolish the former ICI headquarters, which will be subsidised by taxpayers.

Martin Johnson, partner at Python Properties, said: “Like residents we believe the situation has gone on far too long so we are extremely eager to get on site and start to positively improve the area.”

“The support for our proposal has been overwhelming; we have found that once our comprehensive plans have been explained fully four out of five residents spoken to have signed our petition to show their support. We have been speaking to the people at the heart of Billingham in question by canvassing in the town centre or on their doorstep as well as holding an exhibition to show local residents our plans.

“We are so committed to the development that we have recently offered Stockton Council an alternative option to their plans, which would involve us placing funds into a special account and if we fail to complete all external work within six months the money could then be used to demolish the building.

“This means that residents will have the certainty of an outcome to the saga, without cost and either way, there is no risk for the local community.”

No response has been received from Stockton Council to Python Properties offer to-date.

Billingham House case adjourned as Council told to prove what they claim

10 May 11

At the High Court today (10.5.11) a Judicial Review into Stockton Council’s decision to demolish Billingham House, brought by Bizzy B, was adjourned until 10th June 2011.

The Judge agreed that Bizzy B needed time to respond to the late and incomplete evidence filed by the Council. Bizzy B claims that since the recent Court of Appeal case, the Council required a Planning Permission before demolishing Billingham House. The Council refutes this claim and failed to respond to Bizzy B’s request for information before the hearing.

Commenting on the outcome, Python Properties Partner, Martin Johnson said, “Yet again Stockton Council seems unable to support its case that the best outcome for Billingham House is demolition. Nearly five thousand local residents have stated that they wish to see the property redeveloped and Python Properties is willing to go on site and start work immediately, only the intransigence of the council is stopping this happening and ratcheting up the cost of legal fees to be paid from local people’s taxes.

“Nothing further will now happen until the next hearing on the 10th June 2011. Had Python Properties been allowed on the site when originally requested, all the external and initial internal works would now have been completed. I am sure that local residents will be hoping that the newly-elected Stockton Council will use this delay to quickly come to the view that regeneration not demolition is the best way forward.”

DEVELOPER WITHDRAWS FROM REGENERATION OF DERELICT TOWN HALL

20-May-11

Python Properties has withdrawn its plans to regenerate Thornaby Town Hall after reviewing obstacles to transform the derelict building and create jobs in the town.

In a letter to Stockton Borough Council on May 13th, Python Properties noted key factors for its withdrawal from the proposed project. Major influences included Thornaby Town Council’s unwillingness to cooperate with the firm to regenerate the building, which fell into disuse and disrepair in the late 1980’s

Thornaby Town Council, which occupies two small rooms on the ground floor of the building, has refused to vacate the premises whilst work is carried out. This has also lead to a significant delay in the redevelopment, thus creating unrealistic timescales for work to be carried out before the funding criteria for the scheme ends.

Python Properties’ also noted the delay and lack of cooperation had created an unacceptable commercial risk for both themselves and funders.

Python Properties partner, Peter Broome, said: “This decision has been taken with a heavy heart - we remain of the view that the regeneration of Thornaby Town Hall will be a superb scheme for the area and something we would have liked to be associated with.

“It is particularly disappointing to see that the group that stood to gain the most from our scheme, Thornaby Town Council, has succeeded in its aim to block the regeneration of this historic building, create a local landmark to be proud of and most importantly bring much needed jobs to Thornaby.

“There seems little or no prospect given current economic circumstances and the general withdrawal of grant funding for a scheme to go ahead in the foreseeable future, and the window of opportunity we fear has now been lost for some considerable time.”

The £750k regeneration project would have involved returning the building to its former glory, attracting businesses to the area and creating jobs.

It was also believed that the ‘beacon’ development would of inspired regeneration in the surrounding area as it has done with Python Properties’ current development project of the Cargo Fleet Building, Middlesbrough.

The grade two listed property and its four extensions, along with the building’s impressive council chamber would have been returned to its original status.

Python Properties’ partner, Martin Johnson, said: “Thornaby Town Hall has always been a public building and this is something we wanted to ensure continued. The refurbishment of the office space and chamber would have been open to the public to visit and look around. Rental of the chamber would have also been free of charge for community groups and tenants.”

Python Properties’ partners have declared to Stockton Borough Council if the current difficulties are resolved they would be delighted to renewal their plans to transform the building.

Redcar MP Ian Swales Inspects Progress of Cargo Fleet Regeneration Project

Redcar MP Ian Swales has praised the work of developers having inspected the ongoing £1.5m regeneration project of the iconic Cargo Fleet Building.

Mr Swales was taken on a tour of the Edwardian building, which was formerly the headquarters of British Steel Teesside and then subsequently Redcar and Cleveland Council, by commercial developers Python Properties.

The building is currently being transformed into office and business space by the property firm after standing empty and derelict for more than eight years.

The tour included inspecting the progress on the new reception area, gallery and bistro along with the work already completed such as the exterior brickwork, painting, new windows and roof on the right-side of the building.

Mr Swales, said: “I am really impressed with this development. Python has a real eye for restoration and it's great to meet people who are so enthusiastic about our heritage. The area is about to get some excellent, light airy offices in a beautiful building with loads of parking. I am sure that these offices and the planned landscaping will lead the regeneration of the South Bank, Cargo Fleet area.”

The restoration project will to be complete in April and will include creating 40,000 sq ft of business and office space, ideal for local businesses and SMEs.

Martin Johnson, Python Properties partner, said: “We really appreciate Ian Swales taking the time to come and inspect our progress so far on restoring the building. He clearly understands our enthusiasm and desire to help connect people to Teesside’s heritage in the steel and iron industry.

A Heritage Gallery, celebrating the history of ironworks, steelmaking, ship and bridge building in this area, will be situated in the building as well as an on-site bistro.

Reservations are now being taken and flexible lease terms, including break clauses and rent free periods, are available. Bespoke office suites can be created within the property, ranging in size from 250 sq ft to 12,000 sq ft.

Rents for the Cargo Fleet Building are highly competitive at £8.50 sq ft, with a service charge of £2 sq ft. This includes a manned reception, use of the Heritage Gallery for events, conference room facilities and a secure 200 space car park.

CAT dances off with Strictly Small Business Prize

A CARBON-REDUCING technology business has won a £10,000 business package in the first Strictly Small Business competition.

Three contestants made their pitches before a panel including Evening Gazette editor Darren Thwaites and representatives from Python Properties, Henderson Insurance Brokers and Waltons Clark Whitehill

CAT-UK (Carbon Abatement Technology), which is owned by Derek Foxcroft, offers different types of transport a unique fuel and emission reduction technology.

The winning business supplies the technology to heavy goods transport companies and Derek told judges how tests had revealed this can achieve 28% better fuel consumption and over 40% less emissions.

The start-up prize included a year’s free office space at one of Python Properties’ landmark buildings; the Co-operative Buildings in Middlesbrough or Cargo Fleet offices. A year’s free office insurance will also be provided by Henderson Insurance Brokers and business consultancy by Waltons Clark Whitehill.

The other contestants in the final were Mike Fellows from MF Support Services, an IT consultancy firm, and Max Kotecha, from Experteez Learning, which specialises in helping needy children in academic subjects.

Jonathan Willett, director of Henderson Insurance Brokers, based in Stockton, said: “Strictly Small Business was aimed at giving new businesses a head-start, to see local talent coming through and giving them an opportunity to create employment, and we saw three excellent presentations.”

Martin Johnson, partner at Python Properties said: “I think what made Derek’s business stand out to me were the possibilities that he brought to the table. It’s new technology, and he’s obviously very knowledgeable and passionate about it.

“If it did come off in the way he thinks it will, the possibilities are very good for this area and the wider region.”

Heather O’Driscoll, managing partner at Hartlepool based chartered accountants, Waltons Clark Whitehill, said: “It’s very important to support start-up businesses. Lots of people enter business doing something they are good at but they don’t have the financial help behind them.”

Derek Foxcroft added: “I know we have just stepped over a threshold, and that threshold could mean a lot more orders and a lot more credibility, especially in the Tees Valley.

“All of our clients so far are in the North-east. We always promised to keep the business in the North-east, including the supply chain, which I have managed to do, so to have our headquarters here in Middlesbrough would be fantastic.”

DERELICT THORNABY TOWN HALL TO RECEIVE £750K RESTORATION

October 2010: Derelict Teesside landmark Thornaby Town Hall will undergo a major regeneration project it’s been announced by commercial developer Python Properties.

Middlesbrough-based Python Properties has signed a development agreement with Stockton Borough Council to redevelop and refurbish the landmark, which will see the building returned to its former glory after it fell into disuse and disrepair in the late 1980’s.

The grade two listed property and its four extensions will be transformed into 12,000 square feet of new business office space in 25 new units, catering for new and expanding businesses in Thornaby.

The building’s impressive council chamber will also be returned to its original status and be available free of charge for the Town Council and community groups to use for meetings.

Martin Johnson, Python Properties partner, said: “This development is so much more than returning the Town Hall to its prestige condition; it’s about helping to regenerate a community. We are hoping the development will inspire further regeneration and pride in Thornaby.

“We have been planning the regeneration project for a long time so are delighted to sign the development agreement with Stockton Borough Council and are now eager to start work.

“Thornaby Town Hall has always been a public building and this is something we want to continue so once refurbished it will be open for people to look around. Thornaby community groups will also be able to hire, free of charge, rooms and the impressive chamber to meet.

“Heritage items will also be exhibited on a continuous basis in the chamber and managed by Python Gallery to show the history of the area and the building”

The restoration has been described as a beacon development, which will not only transform the stunning building but also help regenerate the surrounding area.

Peter Broome, Python Properties partner, said: “Heritage and regeneration are very important to us so we are thrilled to have signed the development agreement. This is a really exciting time for Python Properties, after only starting work two weeks ago on the £1.5m regeneration of the Cargo Fleet building in Middlesbrough.

“We are quickly building a reputation as key regeneration developers in the region. We have already developed five other properties in recent years including, The Cooperative Building and Royal Middlehaven House, both in Middlesbrough, Maxwell’s Corner and The Town House in Stockton, and Bank Quay House in Warrington.”

Python Properties, assisted by Tees Valley Unlimited, has secured grant funding from the Single Programme fund of One North East and commercial funding from Santander Bank.

David Cramond, Director of Capital Development at One North East, said: “This project will renovate a landmark building at a key location in Thornaby, and provide an excellent new space for businesses across the Tees Valley.”

Councillor Bob Cook, Stockton Borough Council’s member for regeneration and transport, said: “This major restoration of Thornaby Town Hall will not only bring back into use this historic Teesside landmark, but it will also create much needed office space for new and expanding companies. In these current financial times, it shows the benefits that private sector investment can bring,”

Work will begin on site as soon as the property is vacant; the only current occupant is Thornaby Town Council, which occupies two small rooms on the ground floor.

Richard Shuter, relationship director at Santander’s Tees Valley Corporate Business Centre, said: “We are delighted to support Python Properties in the restoration of Thornaby Town Hall, a landmark Teesside Building. This project will not only help regenerate the surrounding area but also provide invaluable space for the local community.”

Office suites range in sizes from 250 sq ft to 2500 sq ft and reservations are now being taken. Flexible lease terms, including break clauses and rent free periods, are available.

Rents for Thornaby Town Hall office suites are highly competitive from £8.50 sq ft and there is a low service charge. This will include a manned reception, parking and chamber/conference room facilities.

The regeneration plans have received widespread support from businesses and initiatives, including Digital City. Mark Elliott, CEO of Digital City, said: “I'm really pleased to see the Thornaby Town Hall project go forward. It's taken a while, but I'm absolutely certain that it will help develop business in the area. The economic outlook may look bleak, but it says a huge amount about the Tees Valley and the people in it that that schemes like this are forging ahead.”

CARGO FLEET REGENERATION BEGINS

September 2010: Leading North East commercial developer Python Properties will begin work in October to redevelop the prestigious Cargo Fleet building to its former glory.

Middlesbrough-based Python Properties will redevelop the Cargo Fleet property - which was formerly the headquarters of British Steel Teesside and then subsequently Redcar and Cleveland Council - to top-quality office and business space and to its original, prestige status.

The extensive restoration project of the three-storey Edwardian building, built in the classic style, estimated to cost more than £1.5m, will involve creating 40,000 sq ft of business/office space primarily targeting local businesses and SMEs.

Working with Teesside University, Python Properties will also establish a heritage centre within the building, looking at the history of ironworks, steelmaking and ship building in this area. There will also be an on-site bistro catering for the centre and the office tenants of the building.

Peter Broome, Python Properties partner, said: “The building is an industrial landmark in the region well known to many local people. It was originally built by Cargo Fleet Iron Company in 1916 and has so much history and stories. Steel making has always been at the heart of the region so we hope we are in some way paying respect to our heritage.

“The redevelopment has been described as a beacon project, which will not only restore the building to its former glory but will also inspire and help to regenerate the surrounding communities.”

Python Properties, assisted by Tees Valley Unlimited, has secured grant funding from the Single Program fund of One North East and commercial funding from Santander Bank.

Richard Buckley, director of delivery at Tees Valley Unlimited, said: “Cargo Fleet is one of Middlesbrough’s most recognisable buildings and I’m certain Python Properties will restore it to its former glory.

“I am particularly pleased that Tees Valley Unlimited has played such a vital role in enabling this scheme to start – the building is a key piece of the regeneration jigsaw and one which complements the work going on across the town.”

Martin Johnson, partner at Python Properties added, “Python has now successfully regenerated five major buildings in the North. These are Royal Middlehaven House and The Cooperative Building, both in Middleborough, Maxwell’s Corner and The Town House in Stockton and Bank Quay House in Warrington.

“Cargo Fleet will be our sixth regeneration project and has actually been delayed more than two years by lack of bank funding due to the credit crunch. We are very pleased to be working with a new funder, Santander, and have found them to be both responsive and professional, and we expect this partnership to lead to more regeneration projects moving forward in the near future.

“Cargo Fleet, completely restored will be a superb place to work and do business. The regeneration will respect the buildings past with original features retained and restored, and the addition of a heritage centre. It will also look firmly forward with first-class office and business facilities. We believe the building will become a uniquely special place to work.”

Reservations are now being taken and flexible lease terms, including break clauses and rent free periods, are available. Bespoke office suites can be created within the property, ranging in size from 250 sq ft to 12,000 sq ft.

Richard Shuter, relationship director at Santander’s Tees Valley Corporate Business Centre, said: “Python Properties is an established commercial developer and landlord with a strong management team and I am delighted that we are supporting them in the redevelopment of these two iconic Teesside buildings.

“We aim to assist strong, viable businesses from all sectors, by providing a full relationship banking service, and our new agreement with Python Properties is an excellent example of this.”

Rents for Cargo Fleet Business Centre are highly competitive at £8.50 sq ft, with a service charge of £2 sq ft. This includes a manned reception, use of the Heritage Centre for events, conference room facilities and a secure 200 space car park.

Joan Heggie, of the British Steel Archive Project at Teesside University, said: “The Cargo Fleet building is one of very few left in the area which connects people to Teesside's important iron and steel heritage. The heritage centre could be a conduit helping reconnect the physical structure with documents, plans, photographs and business records held at Teesside Archives about the building itself, the industry, the people of Cargo Fleet as well as the wider geographical area over the last 150 years.

For further information about the Cargo Fleet please contact Python Properties on 01642 225100 or visit www.pythonproperties.co.uk.

March 2010 - A key creative development in Middlesbrough has been shortlisted in the prestigious Arts and Business North Awards for the second year running.

The pythongallery, which is owned by leading developer Python Properties and run in partnership with Middlesbrough Council, has once again been nominated for The Arts and Business Community Award.

Opened in July 2007 and based in a key regeneration area of Middlesbrough, the gallery was shortlisted for the support it has given to local, regional and international artists.

Martin Johnson, Partner at Python Properties, said: “We are absolutely thrilled to receive a nomination in the Arts and Business Awards for the second year running.

“We chose to launch the pythongallery at Royal Middlehaven House in order to create a place where artists – whether amateur or professional – could showcase their work to the people of Middlesbrough, while helping to draw people to the town from the wider region".

“Over previous years we have seen a number of significant regeneration projects being completed across Middlesbrough and ventures like the pythongallery are essential in not only helping to attract people and businesses to the town but getting them to stay here as well.”

Juliet Farrar, Head of Cultural Services at Middlesbrough Council, added: “As part of the Cultural Strategy for the town, we need places where people can experience art and where the talent of local artists can have a home and be experienced by a wide audience. The pythongallery is a fantastic example of this and of partnership working between the private sector, arts community and the local authority.”

As well as supporting local artists the pythongallery also works alongside Teesside University to exhibit artworks completed by its staff and art students. Following the outstanding success of the pythongallery in Middlesbrough, Python Properties has launched its initial plans to open a second gallery in its Warrington property, Bank Quay House.

Former Royal Middlehaven House tenants, Talent returns its head office to the Queens Square property as the company, which has branches located across the UK, continues to grow.

Talent has taken the top floor suite, the property’s final letting, and joins a number of high profile tenants to move into the building, including Middlesbrough College.

Martin Johnson, Partner at Python Properties, said: “We are very pleased to be welcoming Talent back to Royal Middlehaven House as the company continues to forge ahead with its exciting expansion plans.

“Talent is an organisation which prides itself in its ethical standards and so shares a number of our core values. We are very much looking forward to working alongside the company again.

“The completion of the Talent lease means we have now successfully let 27,000 sq ft of office space across Middlesbrough alone over the past six months despite the recession, which we are delighted about. The difficult economic climate which we faced last year saw many businesses re-evaluate their expenditure and we’re pleased to have been able to provide quality office accommodation at realistic rates,” Martin added.

Julie Nichol of Talent said: “Our return to Royal Middlehaven House signifies a key aspect of our future plans to further grow the business. Our new suite offers ample space tailored exactly to meet our individual business needs.

“The building’s professional ambience and friendly reception team are the perfect way to welcome our clients to our head office while the ground floor art gallery and bistro offers another lovely introduction to the building.”

David Jackson, Partner at Sanderson Weatherall LLP, said Python Properties’ achievements over previous months have been staggering in view of the economic climate.

He said: “The success of Python Properties at Royal Middlehaven House shows that a hands-on approach by the landlord, a quality product and a targeted proactive marketing campaign can provide outstanding results even in one of the toughest markets we have ever seen. Lettings have been at a premium and the ability of Python to successfully let this amount of accommodation is a fantastic result.”

Taking the 5,200 sq ft ground floor to coincide with the start of the new term, the college will be delivering, adult learning and professional classes from the dedicated office suite.
